All legislation seems to have some unintended consequence rear up and bite us in the butt at some point intime. This is the latest.

The Health Insurance Portability and Accountability Act (HIPAA) is nearly synonymous with patient privacy. In contrast, the National Instant Criminal Background Check System (NICS), a provision of the Gun Control Act of 1968, demands the disclosure of information about individuals, including mental-health information, that may prohibit their purchase of firearms.

These two statutes raise the following question: what if NICS requires or recommends the reporting of information protected by HIPAA? In the wake of recent gun violence by mentally disabled individuals, governmental and nongovernmental organizations have questioned whether HIPAA’s privacy provisions have stultified national gun-control measures by prohibiting the reporting of mental health information. In early 2014, the Department of Health and Human Services responded to these concerns by proposing a rule that would grant an exception to HIPAA’s privacy protection to allow the reporting of relevant mental-health records to NICS.

This Note questions whether there is an insurmountable conflict between HIPAA and the Gun Control Act that warrants the proposed exception. It analyzes the NICS-reporting practices of certain states to explain how existing federal NICS-reporting laws can be used to clarify federal NICS-submission standards and argues that the proposed rule is legally trivial.

how to identify large from short

From practice i make sometimes mistakes and when a person wants to changr their progressive lens wether the precription was changed or the lens has damaged i sometimes whant to see what lens the person wear. Some pairs of lens ar so damged that the marks cannot bee seen or i do not know what kind of lens is it (marks are changed worldwide and some countries use different from others). Haw can i identify what type of corridor it has long or short?
I have to mention that i have seen long corridors that are mounted on small frames.i think that people use the minimum requairements as it can be possible smal thant that. +/- 1mm. Olso i have seen small corridors on large frames. What is the easiest way to identify them. Thank you.

Small time Optician seeks Certification

Greetings!

I am currently employed at a private optical practice in the Bahamas.
I have been a mentored lab technician for 4 years and seek certification from a credible (and affordable) source; based on International employment.

Sadly, The Commonwealth of The Bahamas does not offer such resources for me to accomplish my goal. I am willing to seek tertiary completion abroad; I just do not know which campus offers the best deals.
I am also up for on-site training if interested, even while I study.

If there are any suggestions or pathways, PLEASE feel free to direct me.
