Big changes since last year?

Hi All,
Haven't been lurking around in awhile and am just getting back in the action after taking a year off and need some info. Last year I left my position as the optical administrator in an ophthalmology practice... wanted to slow down. Now in that position I was responsible for everything from A/R, A/P, insurances, posting, contracts, buying, lab wk, pt care, and staff management yada yada. I recently took a position in the new location of an OD practice. A few things have come up that I am surprised about....
1. I am told that I can not collect any money from a medicare patient after cataract surgery period... no copays, non-covered services (w/ABN), nothing. I surprised and told this is a new rule this past year?
2. With Davis Vision (which we never did) in order for a patient to have a scratch warranty on a premium lens (prog., pc, trans etc,)they must pay an additional copay for the scratch coat. If they do not pay for a scratch coat then they do not get any warranty on any premium lens. Really??
3. There's no longer the infamous Davis tower? All patients have to pay for a regular frame minus their allowance.
4. It is now ok to charge a self-pay pt one price, say $20 for poly, and the insurances (VSP, EyeMed or Davis) $50. Last I knew that was frowned upon.
5. No duty to warn, just hand them a card saying the lenses are not safety lenses....after the sale, at pickup?
The OD at this location is young and has always been an employee that hasn't had to worry about this stuff. I'm not comfortable with all this and wanted to get advice from the crowd. I am in NYS Thanks.
