Checking Distance Optical Center on FT

I ordered a pair of FT 7x35 that with a distance PD of 65 and OC 5 mm above the line. I keep getting the lenses back with the OC's far greater than 65 in the distance portion of the lens. My question is do you check Flat Tops in the distance lens like you would a SV? Do you mark the OC on both lenses in the distance and they should read 65 mm apart and 5 mm above. Or am I missing something. I sent lenses back to lab and they told me they are correct. The distance OC reads 5 mm above but about 75 mm apart. Wouldn't that induce prism for the patient? Any help would be great. Also, I cant find any material on the proper way to verify flat tops so any literature would be helpful also. Thanks!
