VSP Credentialing

I am in the process of opening an office in Georgia. In order to finish my credentialing with VSP I have to fill out my average costs and prices for lenses. I obviously don't have an average cost of lenses because I have not begun ordering any and I have not gotten set up with all of my labs. Is this in order to set up our reimbursement schedule? If so would it be smarter to high ball all of the costs? Trying to figure out how all of this works.
